En effet, les deux recours en instance contre l\u2019\u00e9lection municipale nous emp\u00eachent de pouvoir envisager des projets \u00e0 moyen et long termes tant que ces affaires ne seront pas jug\u00e9es.<\/p>\n<p>Le projet de l\u2019\u00e9cole notamment, dont une partie, je le rappelle, reste \u00e0 financer suite \u00e0 la r\u00e9duction des subventions pr\u00e9vues, pourrait \u00eatre couvert par l\u2019emprunt (les conditions de taux actuels sont tr\u00e8s favorables). Mais, en cette p\u00e9riode de vaches maigres, les banques susceptibles de financer les projets des communes sont rares et celles qui accepteraient de financer une municipalit\u00e9, alors que son \u00e9lection est contest\u00e9e, sont inexistantes. Il en va de m\u00eame pour les entreprises de travaux qui pr\u00e9f\u00e8rent proposer leurs services et leurs bas prix \u00e0 des municipalit\u00e9s en place d\u00e9finitivement.<\/p>\n<p>D\u2019autres projets \u00e0 \u00e9chelonnement pluriannuel, comme la tranche ext\u00e9rieure de l\u2019\u00e9glise ou le terrain synth\u00e9tique de football, devront eux aussi attendre. C\u2019est d\u00e9solant.<\/p>\n<p>Autre difficult\u00e9 : la r\u00e9duction des dotations d\u2019Etat qui, pour Linas, va se traduire par une baisse de 9% de notre dotation g\u00e9n\u00e9rale de fonctionnement. Nous allons pouvoir y faire face, mais cela devient tr\u00e8s difficile de boucler un budget si notre bonne stabilit\u00e9 financi\u00e8re est jalous\u00e9e et sanctionn\u00e9e. Nous acceptons la solidarit\u00e9 avec l\u2019Etat et les autres collectivit\u00e9s, mais nous n\u2019acceptons pas d\u2019avoir \u00e0 couvrir leurs erreurs de gestion au d\u00e9triment de nos r\u00e9serves financi\u00e8res durement acquises.<\/p>\n<p>Nous avons d\u00e9cid\u00e9 de ne pas augmenter le taux d\u2019imposition pour 2014, mais si ces m\u00e9canismes de captation de nos cr\u00e9dits sont maintenus pour 2015 et les ann\u00e9es suivantes, je ne suis pas certain que nous pourrons les maintenir ind\u00e9finiment.<\/p>\n<p>Pour 2014, les d\u00e9penses et les recettes de la Ville se chiffrent \u00e0 12 045 782 euros (8 908 032 euros en fonctionnement et 3 947 750 en investissement). Cette ann\u00e9e, nous veillerons \u00e0 la continuit\u00e9 des travaux engag\u00e9s de mise en accessibilit\u00e9 des b\u00e2timents publics (260 000 euros), l\u2019entretien des voiries et des b\u00e2timents publics pour 470 000 euros et les investissements dans le secteur de l\u2019enfance, du scolaire, de la culture et du sport pour 170 000 euros ; ces op\u00e9rations \u00e9tant d\u00e9j\u00e0 financ\u00e9es en investissement.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Un budget qui emp\u00eache la r\u00e9alisation de projets \u00e0 long termes Le Budget 2014 de la commune a \u00e9t\u00e9 vot\u00e9 ce 21 mai avec un handicap dont nous nous serions bien pass\u00e9s.
