Le maire sans \u00e9tiquette de Lh\u00e9raule, une petite commune de l’Oise, a pris un arr\u00eat\u00e9 municipal obligeant l’usage de formules de politesse \u00e0 l’int\u00e9rieur de la mairie, dont “bonjour” et “merci”, sous peine de se voir prier de quitter les lieux. Une histoire “clochemairesque”…<\/strong><\/p>\n

“Bonjour, merci, au revoir”. Des mots simples qu’il va falloir obligatoirement prononcer pour ne pas se faire virer de la\u00a0mairie<\/strong> de Lh\u00e9raule, petite bourgade de l’. Un arr\u00eat\u00e9 “portant obligation du respect des normes sociales dans les locaux de l’administration communale” a \u00e9t\u00e9 pris d\u00e9but novembre \u00e0 la suite d'”un exemple concret” de manquement de courtoisie d’un administr\u00e9, explique le maire de la commune, G\u00e9rard Pl\u00e9e.
\nCar pour l\u2018\u00e9dile, la politesse de base, c’est s\u00e9rieux\u00a0: “J’estime que lorsque des personnes p\u00e9n\u00e8trent \u00e0 l’int\u00e9rieur de la mairie (…), Elles doivent se conformer \u00e0 certains usages, dire bonjour, dire au revoir quand on sort, dire merci, dire s’il vous pla\u00eet”, ajout l’\u00e9lu de cette commune de 185 habitants. situ\u00e9e \u00e0 une douzaine de kilom\u00e8tres de Beauvais. “La politesse envers autrui est la premi\u00e8re marque de respect de la personne qui conditionne l’apaisement de la vie entre les citoyens”, \u00e9crit par ailleurs le maire en pr\u00e9ambule de cet arr\u00eat\u00e9. “Les usagers de la mairie de Lh\u00e9raule sont tenus de se conformer \u00e0 l’observation des normes sociales en mati\u00e8re de politesse et de courtoisie (…), en particulier de saluer les personnes pr\u00e9sentes lors de leur entr\u00e9e dans les lieux”, selon l’article 1.<\/p>\n

Si l’administr\u00e9 ne se plie pas \u00e0 la r\u00e8gle\u00a0? C’est la porte\u00a0: “En cas de manquement manifeste et volontaire \u00e0 cette observation, la personne sera instamment pri\u00e9e de quitter les lieux ou de s’y repr\u00e9senter dans les conditions d\u00e9finies \u00e0 l’article 1er”, informe l’article 2. L’arr\u00eat\u00e9, toutefois, “ne sera pas applicable en cas de force majeure” ou lors des “jours d’\u00e9lections ou de c\u00e9l\u00e9bration des mariages”, pr\u00e9cise l’article 3.
\n“C’est arriv\u00e9 une fois, une fois \u00e7a suffit. Si je ne prends pas d’arr\u00eat\u00e9, je n’ai pas de moyen de coercition contre ces gens-l\u00e0. Il n’y a aucune loi en France qui oblige quelqu’un \u00e0 dire bonjour (…) et pas un juge qui condamnera quelqu’un parce qu’il n’a pas dit bonjour”, a justifi\u00e9 le maire de Lh\u00e9raule.
