Pour inciter les particuliers \u00e0 vendre leur\u00a0terrain \u00e0 b\u00e2tir\u00a0et favoriser la construction de logements, le Gouvernement a instaur\u00e9 une majoration de la Taxe Fonci\u00e8re sur les Terrains non b\u00e2tis. Cette majoration est automatiquement appliqu\u00e9e, sans que les municipalit\u00e9s ne soient invit\u00e9es \u00e0 d\u00e9lib\u00e9rer, \u00a0pour les terrains constructibles situ\u00e9s en “zone tendue”, o\u00f9 existe un d\u00e9s\u00e9quilibre marqu\u00e9 entre l’offre et la demande de logements. La quasi-totalit\u00e9 des communes d\u2019\u00eele de France, dont Linas, est concern\u00e9e. Cette majoration, entr\u00e9e en vigueur \u00e0 l\u2019automne dernier, a entra\u00een\u00e9 une forte hausse d\u2019imp\u00f4t pour les propri\u00e9taires de ces biens\u00a0: 25 % de la\u00a0valeur cadastrale\u00a0du terrain, plus une somme forfaire de 5 \u20ac \/m\u00b2, pour les impositions dues au titre des ann\u00e9es 2015 et 2016, doubl\u00e9e \u00e0 partir de 2017.<\/p>\n
Pour mod\u00e9rer les effets, la loi de finances rectificatives pour 2015 d\u00e9cide que la majoration forfaitaire de 5 \u20ac est supprim\u00e9e r\u00e9troactivement pour 2015 et 2016, seule la majoration de 25 % restant en vigueur. Ce d\u00e9gr\u00e8vement ne sera pas appliqu\u00e9 d\u2019office par le Fisc, mais doit faire l\u2019objet d\u2019une r\u00e9clamation par les contribuables concern\u00e9s, aupr\u00e8s du centre des imp\u00f4ts de Corbeil-Essonnes, ou sur le site\u00a0impots.gouv.fr<\/a>, avant le 31 d\u00e9cembre 2016.
